This is a pencil signed lithograph by American artist Joseph Pennell, as part of his Panama Canal series that he created in 1912.  This image is titled:  A Native Village.  The image measures 16 1/2X22 1/8 inches, on a sheet of Fabiano laid type paper which measures 20 1/2X 25 1/2 inches.
